SELLER ELIGIBILITY: All Seller Applicants must meet the following criteria: To qualify as a seller on this private trading platform, the following are mandatory: KYC, the Seller must be the Title Holder and must unconditionally provide proof of title holding/allocation. The Seller must submit their Corporate and Tax registration details. Additionally, they must outline their Transaction Terms beforehand. A verified Technical Specification of the product(s) they intend to sell must be provided, with validation conducted by a neutral inspection agency of International repute. It is required that the Seller has an official website detailing Corporate information and activities; email addresses linked to public domain servers are not accepted. Lastly, the Seller must provide sufficient proof of successful past transactions in the oil & gas sector, as recognized by Alpha Oil Company. All Buyer Applicants must meet the following criteria: KYC, including a proven multi-year track record in oil & gas commodity trading. They must demonstrate a proven ability to receive and transport the product upon delivery (TSA / TSR). Buyers need to have sufficient available capital or a credit line (financial instrument) to purchase the product. Banking must be conducted at a reputable and acceptable tiered bank. They are required to possess import or trading licenses to receive or transport the product in/through/to any country or territory, wherever required. Buyers must be in good standing and must not sell the product to any party residing in, liaising with, or transporting to a location under trade embargo by the United States of America, European Union, Hong Kong S.A.R., or the United Nations. Importantly, all buyers agree to pay Alpha Petroleum 50% of the commissions on the Buyer’s side, including any transactions facilitated through Alpha Petroleum Transport Inc.
Brokers and Facilitators must conduct thorough due diligence on their clients before sharing any client details with Alpha Oil Company or Alpha Petroleum Transport Inc. We can collaborate with you if: you are knowledgeable about the commodity and can manage the information exchange independently. You have completed the necessary due diligence, ensuring you are presenting a legitimate client to Alpha Oil Inc. You maintain direct communication with your Principal buyer or seller client. Finally, you are prepared to provide your Principal's details to facilitate a smooth and efficient closing with Alpha Petroleum Transport.
The seller sends an official FCO on official letterhead, which includes their company email address, phone and fax numbers, and tax registration numbers. This document is duly signed, sealed with an official stamp, and outlines the terms and transaction procedures addressed to "End Buyer Via Alpha Petroleum Transport Inc." The buyer issues an Irrevocable Corporate Purchase Order (ICPO) with complete banking references, a Company Profile (CP), Company Registration, a copy of the authorized signatory's passport, and an RWA letter signed by two bank officers, issued in the seller’s name, confirming the buyer is Ready, Willing, and Able (RWA) to issue a financial instrument (SBLC) to guarantee payment for the ordered goods. Upon receiving the buyer's ICPO and RWA letter, the seller provides an amendable draft Contract (SPA) and a Proforma Invoice (PI) favoring the buyer and the NCND/IMFPA completed by Alpha Oil Company’s Mandate/Broker. The buyer returns the signed and sealed Proforma Invoice and SPA along with the IMFPA/NCNDA, all completed and signed by the buyer, the buyer’s facilitator, and all intermediaries. The seller then issues an approved, countersigned, and sealed SPA that incorporates the NCNDA/IMFPA as an annexure within the SPA document. Both the buyer and seller lodge the legalized SPA contracts with their respective banks. The seller provides Proof of Product (PPOP), which includes: I. Passport product analysis. II. Notarized Authorization to Sell (ATS). III. Company Registration Certificate. IV. Tax Registration Certificate. V. Notarized Commitment to Supply. VI. Notarized Statement of Availability of Product. The buyer verifies the PPOP, and if satisfied, the seller issues a 2% Performance Bond (PB) to activate the SBLC/DLC. The seller then provides FULL PROOF OF PRODUCT, which includes: a copy of the license to export (if applicable), approval to export, certificate of origin, statement of availability, vessel details (IMO Q88), CPA - Charter Party agreement, a fresh SGS report from the vessel at the loading port, and a re-make SGS/CIQ inspection at the discharge port. Additional documents include the DTAOB - Dip Test Authorization on Board Vessel, ATB - Authority to Board, B/L cargo manifest, certificate of authenticity, and certificates of quality and quantity issued by the nominated inspection agency at the loading port, tank ullage receipt, ship master’s receipt for samples, and ship master's receipt for documents. Once the ship arrives at the destination port, Q&Q inspection is conducted by the nominated inspection agency, such as SGS or equivalent, on the goods according to the Bill of Lading (BL) and Commercial Invoice. Upon receiving a satisfactory inspection report, the buyer releases payment via MT103/TT to the seller's bank (100% payable for each shipment) within three banking days. Documents from shipping on board the vessel, issued after loading, include one full set of 3/3 ocean bill of lading, SGS Q/Q 2/2 at the port of loading, certificate of origin 1/2, signed commercial invoice based on the delivered quantity and quality onboard the vessel, cargo manifest 1 original, and the captain’s receipt for all shipped documents. After confirming receipt of payment, the seller instructs the ship's captain to discharge the cargo and sends the title ownership documents to the buyer. Furthermore, the seller pays all intermediaries’ commissions as per the IMFPA within 24 hours of receiving payment for the shipment from the buyer.
At Alpha Oil Company, we adhere to supplier Cost of Insurance and Freight (CIF) protocols that meet the following stipulations:
• Cash payment is exclusively made against delivered products. Any arrangements requiring payment prior to delivery are not permitted.
• Letters of Intent (LOI) and Corporate Profile (CP) are available upon request. Proof of Funds (POF) is issued only to verifiable title-holding suppliers or their Authority to Sell and Collect (ATSC) representatives.
• Letters of credit are issued only after we receive and thoroughly assess Partial Proof of Product (PPOP) documents. Any Irrevocable Corporate Purchase Order (ICPO), Sales and Purchase Agreement (SPA), or Commercial Invoice (CI) signed by Alpha Oil Inc. will depend on the completion of the necessary documentation and due diligence; the PPOP format is flexible as long as proper vetting can be conducted.
• An additional term will be included in the SPA to address instrument revocation in the event of supplier non-performance, alongside the standard Performance Bond (PB) that is required.
BUYER MUST DEMONSTRATE HIS ABILITY TO RECEIVE, STORE / TRANSPORT CARGO.

PROCEDURE 1
1. The Buyer issues an official ICPO to alpha oil company, including the Seller's procedure along with banking details, TSA, and Company Certificate of Incorporation.
2. The refinery verifies the buyer's ICPO against the Company profile and issues a Sales and Purchase Agreement. The Seller then provides a Commercial Invoice for the product stored in tanks at the port, which the buyer and the buyer's tank farm Company must sign and return as a Corporate Invoice (CI) to the Seller.
3. The Seller sends the following documents to the buyer's secured email for verification:
A. GPS Coordinate - Tank Storage Receipt (TSR)
B. Injection Report
C. Dip Test Authorization Letter (DTA)
D. Authorization to Sell and Collect
E. SGS Report
F. Authorization to verify the product in the Seller's tank (ATV)
4. The buyer inspects the product with SGS at their own expense and sends the Seller the TSR after receiving a successful Dip Test report.
5. The Seller issues the necessary documents to all intermediaries and the Buyer, including an endorsed NCNDA/IMFPA.
6. Upon successful Dip Test in tanks, the product is injected into the buyer's tanks immediately.
7. The Buyer makes payment for the product via MT103 in exchange for title.
PROCEDURE 2
The buyer must submit an ICPO along with a Notice of Readiness (NOR) from their tank farm or ship, along with relevant documents that will be sent to them by alpha petroleum transport. Once the terms are accepted by the Buyer, pricing discounts will be offered. NOTE: No NOR, No deal. This strict policy is enforced by the refineries, including alpha oil inc. The procedures are as follows:
1) Buyer tenders ICPO (with passport & CP), POF, & NOR to the Seller.
2) Seller responds with a Confirmation Letter of fuel availability;
3) Seller issues a Joint Participation Agreement (JPA);
4) Upon receipt of signed JPA, Seller provides a CI;
5) After receipt of signed CI, Seller issues DTA;
6) After the Buyer receives the successful SGS report, Seller arranges for fuel transfer to the Buyer’s tanks;
7) Upon the Buyer confirming the complete fuel transfer, the Buyer pays for the fuel and the Seller issues the POP and other relevant Title documents.
PROCEDURE 3
FOB (ROTTERDAM & HOUSTON) TERMS AND PROCEDURES / NON-NEGOTIABLE
1. Buyer issues ICPO + C/P + POF + Buyer's Passport Copy for Data File (OR) Company License.
2. Seller issues a commercial invoice (CI) along with POP documents to the Buyer, who then returns a signed and sealed Commercial Invoice (CI) to the Seller.

3. Buyer Dip-tests in Seller's tank using SGS or an equivalent service and receives a fresh Q&Q Report along with the ATSC (Authorization To Sell and Collect).
4. Within 72 hours, Buyer provides TSR or Vessel storage for Injection of the product into their hired tanks or vessel, returning the NCND/IMFPA signed by all parties involved on their side to the Seller.
5. Buyer pays the total cost of the product via SWIFT MT103.
6. Seller confirms receipt of Buyer's payment and completes the injection into the Buyer’s storage tanks/vessel.
7. Both parties release payment to all intermediaries involved in the transaction.
8. The contract begins with Rolls and Extensions.
PROCEDURE 4:
1. Buyer issues LOI with complete purchase requirements, KYC, and CP.
2. Seller issues SCO.
3. Buyer issues Irrevocable Corporate Purchase Order (ICPO) accepting the Seller's price, terms, and procedures, along with a signed RWA/BCL from their bank, confirming fund availability, and a valid TSA/CPA.
4. Seller provides a draft of the Sale and Purchase Agreement (SPA) contract along with a Commercial Invoice. Buyer signs the SPA and returns it to the Seller with verifiable storage tank coordinates. The Seller verifies and approves the Buyer’s tank farm coordinates (TSA).
5. Seller provides the following Partial Proof Of Product (PPOP) documents via email or fax to the Buyer:
A. Authorization/Authority to Sell (ATS)
B. Product Quality Passport (Dip Test result of Product)
C. Letter of Commitment to Supply
D. Statement of Product Availability
E. Reservoir Storage Receipt.
F. Allocation Transaction Passport Code Certificate
6. Within 3 days upon receipt and verification of the above PPOP documents, the Buyer provides a verifiable Tank Storage Receipt (TSR) and Authorization to Inject (ATI) at the Loading port along with an injection permit. The Buyer issues SBLC via SWIFT MT760 to the Seller's bank.
7. Seller issues a 2% Performance Guarantee to the Buyer.
8. All parties sign NCNDA/IMFPA.
9. Seller issues DTA Dip Test Authorization for Q&Q along with a complete Fuel Injection Report from the Pipeline/Transportation Company.
10. Upon satisfactory Q&Q/Dip Test Inspection by either SGS or a similar inspection agency, Buyer releases the full cost of the liftable product via MT103 TT wire transfer to the Seller’s nominated account within 72 hours, and injection to the buyer's tanks commences.
11. Seller issues the Title Transfer of Product Ownership / Certificate of Ownership to the Buyer’s company along with all necessary Export Documents.
12. Seller pays all intermediaries involved in the transaction as per IMFPA/NCNDA.
Requirements for jet and vessel (D6) fuels traded at the ports of Rotterdam, Houston, or Singapore using 'Dip and Pay' align with the guidelines established by Alpha Oil Company. Payment in cash must be executed against delivered products only; any payment procedures requested prior to this delivery are not acceptable. Letters of Intent (LOI) and Confirmations of Purchase (CP) can be provided upon request, while Proof of Funds (POF) will be issued solely to verifiable titleholding suppliers or their ATSC holders, as outlined by Alpha Oil Inc. Any Irrevocable Corporate Purchase Order (ICPO), Sales and Purchase Agreement (SPA), or Commercial Invoice (CI) signed prior to due diligence on PPOP will remain contingent upon such due diligence. The Tank Storage Agreement (TSA) will be presented only after our due diligence on the minimum set of PPOP documents, which include: Certificate of Origin, ATSC, Seller Tank Storage Receipt (TSR) for products in tank or Bill of Lading for products in the vessel; Injection Report for products either in the Seller tank or at the loading port for products in the Seller vessel, in addition to a Product Passport from a recent SGS; and a Charter Party Agreement for products in the Seller vessel. Please note that the TSR will only be available following a successful SGS in the supplier's tank or vessel, reinforcing the protocols central to Alpha Petroleum Transport and Alpha Petroleum Transport Inc.
The buyer issues an official ICPO, and the seller responds by providing the original MOU. The buyer then countersigns the MOU and sends it back. Upon receiving the countersigned original MOU from the buyer, the seller emails the buyer a list of documents issued in the name of the initial buyer, including the Product Passport (Quantity & Quality Dip Test Analysis Report), Certificate of Origin, Bill of Lading, Tanker Vessel Q88 Document, ETA (Estimated Time of Arrival) of the vessel, Vessel (NOR) Notice of Readiness, Ullage Report, Cargo Manifest, and an Invoice for title takeover transfer guarantee securement of the product. After the buyer reviews the documents, they verify the product's availability on the high seas and make a 5% payment within 48 hours for the title takeover transfer guarantee securement of the product onboard the vessel. Once the seller receives this title takeover payment, they coordinate the rerouting to the buyer’s desired port, transfer the title to the potential buyer’s company name, and reissue all outstanding documents to the potential buyer’s company name, which includes: (a) Approval Export License Certificate, (b) Authorization to Board the Vessel (ATB), (c) Dip Test Authorization (DTA), (d) Authorization to Sell and Collect (ATSC), (e) Title Transfer Ownership Certificate (TTOC), (f) NS Code Number, and (g) Letter of Entrustment. After the vessel arrives at the discharge port, the buyer conducts the CIQ/SGS inspection; following a successful inspection, the buyer pays the full amount via MT103 T/T for the product. Within 48 hours, the seller pays the commission to brokers and intermediaries as per the signed NCNDA/IMFPA. Once the seller confirms the buyer's payment for the full product, Alpha Petroleum Transport Inc. initiates subsequent monthly shipments if the buyer wishes to continue the contract. Though Alpha Petroleum does not offer direct storage services, Alpha Oil Company can assist clients with a vetted oil terminal based on the availability of storage facilities.
